Ex-Minister of Examination Bao-Cheng Dong Receives Warm Welcome at SCU as Chair Professor

After leaving Soochow University as a faculty member for 30 years, Bao-Cheng Dong, former minister of the Ministry of Examination, has now returned as chair professor of the School of Law and a lecturer for the Song-Zhang Tang Alumni Lecture Series. On Wednesday, September 14, old friends, prestigious guests and SCU administrative staff welcomed Dong in a tea party as he appreciated the opportunity to contribute his expertise to his alma mater.

Member of SCU Board of Trustees Song-Zhang Tang, Deputy Minister of the Interior Chang-Yue Qiu, Chief Justice He-Xiong Wang, Professor Jin-Tang Huang of Department of Political Science, National Taiwan University, and Deputy Chief of the Ministry of Justice Ming-Tang Chen were among the guests invited to the welcome party.

In his opening remarks, President of Soochow University Wei-Ta Pan expressed his gratitude for Tang’s generous donation to the establishment of the Song-Zhang Tang Alumni Lecture Series, and regarded it an honor for SCU to invite Dong to be the first chair professor of the lecture series. Pan also pointed out Dong’s lively and intriguing teaching style and his ability to turn a supposedly boring administrative law course into an interesting subject, both of which made him popular among students. In addition, during Dong’s terms as the Minister of Examination, he had strived to reform the examination of lawyers, and improve the lawyer admission rate, inspiring countless students. According to Dean of the School of Law Chia-Yin Hong, Dong has always been full of passion, never put on air even as a minister, and spared no effort to educate the younger generations and encourage them to continue their study, making great contributions to the society as a whole.

As Dong is coming back to his alma mater as a chair professor, he appreciated this special opportunity after his departure from SCU 30 years ago. Besides, he is willing to share and pass on his own experiences to students in the hope of cultivating more law professionals. 

During the 25 years of his teaching career, he also participated in researching and drafting some important bills including University Act, Teachers’ Act, School Law, Primary and Junior High School Act, etc. He also managed projects funded by National Science Council (NSC), Ministry of Education, National Development Council (NDC) such as “Toward a Normative Constitution: the Study of China’s Judicial Review,” “The Study of University Operation, Academic Freedom, and university autonomy,” and “The Study of Administrative Inspection.” Dong has been an active researcher who has never stopped writing and publishing academic essays.

Dong has served in important positions as members in regulation committees under the Presidential Office, Executive Yuan, Examination Yuan, Ministry of Education, and Ministry of Transportation and Communications, as well as in Appeal Committee and National Compensation Committee, and as Deputy Minister and Minister of Examination. President Pan considered it a pleasure to have Dong back to SCU campus as chair professor to share his experience and expertise with not only the students and teachers in the law school but also all SCU students.
