On May 27, 2025, President of the Examination Yuan Hung-Hsien Chou led a delegation of senior officials to Soochow University for a high-level dialogue focused on strengthening the connection between national civil service examinations and talent cultivation in higher education. The delegation included Commissioners Wen-Yan Chiau, Chia-Ji Teng, and Chiou-Huei Leu, Secretary-General Chien-Sin Liu, and Minister of the Ministry of Examination Mon-Chi Lio.
A key highlight of the visit was the long-standing connection between Soochow University and Taiwan’s civil service system. Vice President of the Examination Yuan Shu-Hsiang Hsu, is a distinguished alumnus of the Department of Political Science, while Professor Hsiu-Chuan Tsai, Minister of the Civil Service Protection and Training Commission, who formerly served as the department chair, underscored the university’s strong legacy in public affairs education.
President Chyan-Long Jan, accompanied by faculty representatives, warmly received the guests and facilitated a constructive discussion. Key topics included strategies to strengthen collaboration in civil service recruitment, align academic research with policy development, and support Soochow students preparing for national examinations. The participants also discussed the feasibility of establishing computer-based testing centers on campus.
A briefing from the Ministry of Examination highlighted the stellar performance of Soochow students in national exams, particularly in law and accounting disciplines—demonstrating a strong alignment between the university’s academic training and the evolving needs of the civil service. The ministry also acknowledged the university’s faculty for their contributions as examiners, reflecting ongoing collaboration between academia and national assessment bodies.
To enhance curriculum relevance, the ministry introduced a proposal to map university courses against national exam subjects, aiming to bridge the gap between education and professional qualification and boost students’ career competitiveness.
The ministry further encouraged Soochow University to join the nationwide effort to implement computer-based testing. President Jan responded that the university’s facilities and digital infrastructure are well-positioned for such development, and a feasibility assessment will be conducted as part of the institution’s broader commitment to social responsibility and digital transformation in public service recruitment.
Both sides also expressed interest in jointly organizing future events to promote civil service careers and recruitment, with the goal of helping students better understand pathways in public sector.
Following the discussion, President Jan led the visitors on a tour of the university’s “AI Learning Center for Smart Innovation,” a collaboration with NVIDIA, as well as the Soochow University Memory Archives. The visit concluded with a commemorative photo at the university emblem wall, marking a meaningful exchange between Soochow and the Examination Yuan.
