Koong-Lian Kao, Chair Professor from SCU’s Department of Business Administration, was interviewed by Sally Wu, the chief anchor of Phoenix TV, on November 28th for her program “Mainland Q&A.” The interview topic was “the Development of Cross Straits Relations in the Past 30 Years.”
Based on his new book published in October 2016, The First Step of Cross-Strait Relations: My Negotiation Experiences, Kao looked back on the progress of cross-strait exchanges and negotiations, and provided his analysis and opinions on the future development of cross-strait relations in the interview. From 1949 to 1987, Taiwan's policy towards China was the so-called the “Three-Noes” policy: no contact, no negotiation, and no compromise. This changed after the R.O.C. government allowed family-related visits to Mainland China in 1987, starting the non-governmental cross-strait exchanges. In 1988, the “Inter-Agency Mainland Affairs Committee of the Executive Yuan” was established. And later cross-strait negotiations began after the establishment of Mainland Affairs Council and Straits Exchange Foundation in 1991. Kao has taken part in the cross-strait exchange affairs for 28 years and witnessed that Taiwan and China replaced confrontations with negotiations, which had set up a good model of a divided countries
